(1) Vendor needs to provide message switch system replacement service. – Replace agency’s legacy Message Switch System (MSS), a mission–critical public safety platform that enables secure, real–time exchange of criminal justice information between local, state, and federal law enforcement systems. – Design, configure, implement, and support a replacement for the agency's legacy MSS.– The agency's preferred deployment architecture is cloud–native or hybrid, leveraging modern technologies to improve system resiliency, cybersecurity, operational efficiency, disaster recovery, scalability, and long–term maintainability.– Solution shall support secure interoperability with existing public safety applications and external criminal justice information systems while providing the flexibility to accommodate future operational and regulatory requirements.– Provide all labor, professional services, software, licensing, implementation, integration, testing, documentation, training, project management, maintenance, and technical support necessary to deliver a fully operational and fully supported production system. • Provide a complete replacement of the agency's existing Message Switch System.• Design, configure, install, implement, and commission the proposed solution.• Migrate existing configurations, routing rules, interfaces, and required historical and operational data.• Integrate the solution with agency systems and authorized external law enforcement and criminal justice systems.• Perform comprehensive system, integration, performance, security, disaster recovery, and user acceptance testing.• Develop and execute a detailed implementation and production cutover plan that minimizes operational disruption and ensures business continuity.• Provide administrator and end–user training.• Be architected as a cloud–native Software–as–a–Service (SaaS) solution or a hybrid cloud solution whenever practical.• Provide elastic scalability to accommodate future increases in terminal message volume, participating agencies, and connected systems.• Support secure standards–based API–based integration with current and future County applications.• Provide secure administrative access using modern identity management (IAM) and multi–factor authentication (MFA).• Support deployment across multiple availability zones or equivalent fault domains, where supported by the underlying platform.(2) All the questions must be submitted no later than September 3, 2026.
