(1) Vendor needs to provide cloud–based human resources information system (HRIS) and payroll solution.         – Provide, implement, host, and support a single, unified, cloud–based (SaaS) Human resources information system and payroll solution.– The solution shall include core HR and employee data management, payroll processing with full–service payroll tax filing and remittance, time and attendance with electronic time collection, benefits administration, electronic onboarding, employee and manager self–service, certification and training tracking, performance management, and robust reporting and analytics.– Implement a single, unified system of record for HR, payroll, and time and attendance that eliminates duplicate data entry and reconciliation between modules.– Pre–payroll variance and exception checking and the configurable payroll–to–GL export.– Implementation, data migration, and support.– Provide pre–payroll variance and exception checks.(2) All the questions must be submitted no later than August 18, 2026(3) The contract period will be for five years.           (4) A non–mandatory pre–proposal conference will be held on August 11, 2026.
