(1) Vendor needs to provide automated parking enforcement and citation management solutions.– Enforcement Officer Workflowa. System shall allow officers to scan vehicle plates via mobile hardware or an application installed on City–provided Apple iOS mobile devices.i. The system must automatically capture: License plate number, timestamp, GPS location, Enforcement officer ID, Device ID, and photo of the license plate.– System must integrate with ParkMobile nForce in real time.– If valid parking is found, the system should immediately notify the officer and halt the citation workflow.– System should allow officers to capture multiple photos directly via the mobile hardware. Photos, image metadata, timestamps, and GPS coordinates should automatically attach to corresponding warning or citation record.– Allow drivers to securely view citation details, pay fines online, submit appeals, upload supporting documents/photos, and track real–time payment and appeal status.– System should securely integrate with Cardpointe (or City approved alternate) to process real–time credit, debit, Apple Pay, and Google Pay transactions.– System should automatically track unpaid citations after a City–configurable number of days. Fine amounts must automatically escalate based on City–defined rules.– Administrative documentation of the system sufficient to perform administrative tasks such as managing user accounts, system setup, etc.– End–user documentation of sufficient quality to demonstrate system features and functions to a person of basic computer literacy.– Training plan.(2) The contract period will be for one year.(3) All the questions must be submitted no later than August 18, 2026.
