(1) Vendor needs to provide energy assistance and weatherization software.– The system must meet the following requirements:• HEAP and WAP functionality are integrated into the same software solution.• Online portal supports mobile–friendly application process.• Ability to have more than one subgrantee provider per territory covering multiple programs each.• Ability to complete energy audits in the field regardless of internet access.• Household Centered.• Supports agency compliance with all applicable federal program requirements for the programs it administers, including all applicable federal reporting, eligibility, record retention, and data requirements, and must be updated as those requirements change.• Agency–scoped data and user roles so each agency /subgrantee manages only its own caseload, with agency read and reporting access for agency across all agencies.• Cross–agency duplicate detection so a household is not served in error by more than one agency.• Potential to accommodate additional smaller programs within the same unified system.• Support Azure single sign–on and role–based access.• Enforce password complexity controls, including required length, rotation frequency, and validation feedback.• Capture audit trail of all database activity and produce reports of audited activity.• Notify agency of all actual or suspected security incidents or data breaches within 24–hours.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 30, 2026.
