REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) MOZAMBIQUE MOZAMBIQUE – MALAWI REGIONAL INTERCONNECTOR PROJECT Grant No.: IDA-D5150 Assignment Title: Resettlement Action Plan completion audit covering Mozambique side of the project. Reference No.: I18-MOMA/2026 17 June 2026 The Government of Mozambique has received a Financing from the World Bank administered Norwegian Trust Fund, the World Bank and the German Financial Cooperation through KfW toward the cost of the Mozambique - Malawi Regional Interconnector Project (MOMA) and intends to apply part of the proceeds to the contracting of consulting services for the Resettlement Action Plan (RAP) Completion Audit of the Project, covering Mozambique side. The Mozambique part of the MOMA Project covered under this assignment consists of the following two components under final stage of construction: The 400kV transmission line running from Matambo Substation in Tete, up to the border with Malawi, in Zóbue with an extension of approximately 142 km; Construction of new 400kV Matambo substation including extension of the existing 220kV substation; and Realignment of a 4.5 km section of the N301 road. The consulting services (“the Services”) consist of carrying out the RAP Completion Audit. The overall objective of the audit is to determine whether the planning, implementation, and outcomes of resettlement activities comply with World Bank Operational Policy OP 4.12 on Involuntary Resettlement, and to verify whether resettlement and livelihood restoration measures have been implemented in a manner that enables Project Affected People (PAPs) to restore or improve their livelihoods and living standards compared to pre-project conditions. The audit shall also confirm whether all RAP commitments have been fully implemented or identify any outstanding corrective actions required to ensure full compliance. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: At least ten (10) years of experience in implementing RAP related assignments including audits in social field; Demonstrated knowledge of the national (Mozambican) safeguards regulatory framework and international standards such as the environmental and social standards of the World Bank Group or regional development banks; Description of at least three (3) assignments of similar nature and magnitude, executed in the last 10 years demonstrating the consultant’s experience relevant to the proposed assignment; The above information shall be attached as supporting documentation for the expression of interest. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
