(1) Vendor needs to provide mental health patient’s rights advocate services to the government authority located in Santa Rosa, CA. – Provide independent mental health patient’s rights advocate services that protect the legal and civil rights of individuals receiving behavioral health services.• Patient’s rights advocacy:– Serve as the independent mental health patient’s rights advocate for agency.– Protect and promote the legal and civil rights of individuals receiving specialty mental health services.• Certification review hearings: – Assist the individual in preparing for the hearing, including identifying relevant information, witnesses, documentation, or less restrictive alternatives that may support the individual’s expressed wishes.• Complaint investigation and resolution: Receive, investigate, document, and resolve complaints regarding alleged violations of patient’s rights.• Monitoring and compliance: Monitor licensed behavioral health facilities and contracted programs for compliance with applicable patient’s rights laws and regulations.• Education and training: Develop and provide education regarding patient’s rights laws and regulations.– Conduct training for staff, contracted providers, licensed facilities, law enforcement partners, community organizations, and other stakeholders as requested.• Collaboration: Collaborate with the stakeholders while maintaining the independence of the patient’s rights advocate function.• Data collection and reporting: Maintain records and submit reports as required by the agency and applicable state agencies.• Continuous quality improvement: – Recommend improvements to policies, procedures, and practices.– Provide consultation regarding regulatory changes and emerging best practices.• Service availability: Provide at least forty (40) combined staff hours per week of patient’s rights advocate coverage during regular business hours, Monday through Friday, excluding agency holidays.(2) All the questions must be submitted no later than October 6, 2026. (3) The contract period will be for three years. (4) Pre–bid conference will be held on October 1, 2026.
