(1) Vendor needs to provide levy consultant service to the government authority located in Bothell, WA. • Provide levy consulting services to assist the agency in evaluating, developing, and implementing a funding strategy.• Services will include voter research, stakeholder engagement, communications planning, election strategy, and recommendations regarding potential levy and bond ballot measures• Conduct voter opinion research and analysis.• Analyze demographic and geographic voting trends.• Review and analyze comparable regional recreation and aquatics ballot measures.• Facilitate meetings with stakeholders and community partners.• Develop stakeholder engagement strategies.• Identify partnership opportunities.• Coordinate outreach with member agencies and community organizations.• Develop messaging recommendations focused on factual public information and community understanding.• Assist with preparation of educational materials, FAQs, presentations, and project information.• Develop a communications plan.• Assist with the development of public information materials.• Prepare one district–wide informational mailer for community members.(2) All the questions must be submitted no later than Aug 21, 2026. (3) The contract period will be for one year. (4) Mandatory Pre–bid meeting will be held on Aug 12, 2026
