(1) Vendor needs to provide forensic auditing fraud investigation services to the government authority located in Las Cruces, NM.• Project activities should occur in three overlapping phases: (a) Initial Assessment and Program Development.(b) Investigation and Analysis.(c) Reporting and Remediation Recommendations (Support). • Review and assessment of the allegation(s), including initial complaint documentation, related guidance, applicable County policies, and any supporting or preliminary evidence provided at intake.• Review of current internal controls, ethics policies, reporting mechanisms, and fraud–response procedures relevant to the alleged activity, including an assessment of whether existing controls may have contributed to or failed to prevent the issue.• Development of an investigative program tailored to specific allegations, including scope definition, investigative objectives, recommended analytical methods, interview strategies, and evidence–collection procedures.• Identification of any high–risk operational areas, departments, processes, or functions potentially implicated by the allegation or relevant to the investigation’s focus.– Investigation and Analysis shall include: • Conducting examinations (forensic accounting as necessary) related to alleged time fraud, misappropriation of assets, or irregular financial activity. • Systematic review of financial records, timekeeping logs, payroll data, accounting documentation, electronic files, and other materials relevant to each investigation. • Interviews with employees, supervisors, witnesses, or subject matter experts as appropriate, in compliance with legally recognized evidence–collection and interview methodologies.(2) The contract period will be for one year.
