Description
The Mobility Division of the Santa Monica Department of Transportation is charged with advancing the City Council’s direction to improve and expand mobility options for all users; increasing transit usage, walking, and biking; eliminating severe and fatal collisions (i.e., Vision Zero); and creating a complete and connected mobility network throughout Santa Monica. The Mobility Division leads community engagement and manages, in partnership with other divisions, Capital Improvement Projects (CIP) that work towards achieving these goals and fulfilling the vision outlined in the Land Use and Circulation Element (LUCE), Bicycle Action Plan (BAP) and Bike Action Plan Amendment (BAPA), Pedestrian Action Plan (PAP), Michigan Avenue Neighborhood Greenway (MANGo) Plan, the Downtown Community Plan (DCP), Wilshire Safety Enhancement Study, and Local Roadway Safety Plan (LRSP). In order to further enhance project delivery methods, the City now intends to: Re-establish a short-list of prequalified firms for transportation planning and engineering services. Qualified consultants are invited to submit Statement of Qualifications (SOQ). Those consultants meeting the minimum scoring criteria outlined in this RFQ will be considered to be added to the short-list, which will be valid for three (3) years . Award on-call professional services agreement contracts to the highest ranked consultants in amounts not to exceed $1,000,000 each for a three (3) year term, with two one-year renewal options. It is envisioned that up to five (5) contracts may be awarded, however the City reserves the right to award additional contracts to short-listed firms if required. The selection process for this RFQual will result in a bench of on-call consultants for transportation planning and engineering services. As projects arise, members of the bench will be invited to submit proposals for a specific Work Order Request (WOR) based on their area of expertise, related past experience, familiarity with the project site, and availability. WOR will be awarded to bench contractors through a mini-solicitation process wherein contracted on-call consultants will be asked to submit a proposal response to an issued WOR. The proposals will be evaluated and ranked based on criteria defined in the WOR. Evaluation criteria could include but not be limited to: project experience, specialization, and past performance; assigned personal and staff availability; schedule and quality control; etc. On-call consultants would be given 10 business days to respond to a WOR. For smaller projects, when time is of the essence, the City may issue a WOR to on-call consultants for "quick quotes" proposals. In these situations, on-call consultants would be given 5 or less days to respond, and the selection would be based on (but not limited to) schedule and cost. Being on the on-call bench does not guarantee the opportunity to submit a proposal for every project. Award of an on-call services contract, or addition to the short list, in no way guarantees work.
