(1) Vendor needs to provide strategic assessment services.• Consulting firm to provide an overall strategic assessment of the Department• Responsibilities include maintaining and updating HR connect (state system) data, coordinating hiring and onboarding paperwork, processing background checks, and serving as the primary point of contact with the city’s HR Department for personnel matters• Program supervisors handle all remaining HR tasks needed to ensure new employees obtain system access and are fully prepared for their job duties.• Outside assessment of ongoing operations, including strengths, weaknesses, opportunities, and threats, and a general comparison with select peer agencies in other communities around the commonwealth.(2) All questions must be submitted no later than November 13, 2026.(3) A pre–bid meeting will be held on November 12, 2026.
