(1) Vendor needs to provide consulting actuary services to the government authority located in Alabama.• Develop credible prospective loss projections despite limited historical experience.• Create funding recommendations for a new statewide program.• Assist with financial stability during the first several years.• Build a methodology that can be updated annually as actual experience develops.• Explain complex actuarial concepts to non–actuaries, legislators, board members, and finance officials.(2) All questions must be submitted no later than September 1, 2026.
