(1) Vendor needs to provide strategic communications and public relations partner services.– Provide strategic communications and public relations services on a part–time, as–needed basis– Serve as a strategic communications partner to the chief executive officer and executive leadership team, providing communications counsel that advances the agency's mission, strengthens stakeholder confidence, enhances public awareness, and protects the agency's reputation.– Develop proactive communication strategies while providing responsive support during significant agency initiatives, public announcements, legislative engagement, and crisis situations. – Strategic Communications– Public Relations & Media Relations– Prepare press releases, media statements, and media advisories– Draft speeches, talking points, executive correspondence, opinion editorials, presentations, newsletters, and other executive communications– Crisis Communications– Provide communications counsel during emergencies, high–profile incidents, and sensitive organizational matters.– Develop messaging that supports communication with elected officials, policymakers, and community leaders.(2) All questions must be submitted no later than August 21, 2026.
