GENERAL CONTRACTING SERVICES FOR THE RENOVATION OF THE METROPOINTE APARTMENTS

The Housing Opportunities Commission of Montgomery County, Maryland (hereafter referred to as HOC) is soliciting proposals from General Contractors who are licensed and insured to conduct business within the State of Maryland. General Contractors shall provide single source construction, including but not limited to all laber, materials and permits necessary, for the renovation of The MetroPointe Apartments (“MetroPointe”), which was constructed in 2008. It is a 5-story, 173-unit mid-rise apartment building located at 11175 Georgia Avenue, Wheaton, MD 20902. MetroPointe currently provides fifty-three (53) affordable units and one-hundred twenty (120) market rate units. Following the renovation, MetroPointe will provide one hundred twenty (120) affordable units and fifty-three (53) market-rate units. HOC is projecting to achieve National Green Building Standard (NGBS) Silver certification. The property also has ground-floor retail space which is currently 100% leased. MetroPointe is built above the Wheaton Metro Kiss & Ride, offering residents easy access to public transportation. The community features its own parking garage, which includes 211 parking spaces along with six designated spaces that comply with the Americans with Disabilities Act (ADA) for accessibility. Upon request, HOC will provide to the interested Offerors the bid set and specifications prepared by Zavos Architectural + Design. The bid set will provide additional details on the scope of work. All work shall comply with the conditions set forth on the bid set, this RFP document and as contained within the project details, specifications, and any attachments contained herein. If there are is any conflicting information, bid set will take precedence. Property Amenities Located above the Wheaton Metro Station. Residents enjoy a fitness center, business center, and a clubroom. The apartments feature in-unit washers and dryers, covered parking, on-site retail, and proximity to a Safeway grocery store across the street. Neighborhood Amenities Offering a variety of amenities that make it an attractive community, including Westfield Wheaton Mall, Wheaton Regional Park, and Brookside Gardens. The neighborhood is known for its diverse culinary scene, with numerous international dining options. This project will be finance in large by FHA-CDA tax-exempt bonds and require Contractor's compliance with Davis-Bacon Act prevailing wages set by the U.S. Department of Labor. Renovations will also be finance through a LIHTC resyndication of MetroPointe and must meet all Maryland Department of Housing and Community Development ("Maryland DHCD") LIHTC Program requirements.
