(1) Vendor needs to provide public affairs and government relations consulting service. – provide a variety of public affairs and government relations consulting services to Cooperative Members on an as needed basis.– Provide members with access to services in the areas of public affairs, government relations, lobbying, legislative representation, advocacy, strategic communications, and related services supporting governmental, legislative, regulatory, public policy and voter–related matters at the local, state, and federal levels.– Government Relations, Lobbying and Legislative Advocacy:• Legislative strategy, development, and implementation.• Drafting and analysis of proposed legislation, amendments, resolutions, and policy language.• Preparation and delivery of written and oral testimony.– Policy Monitoring and Analysis:• Tracking of legislative, regulatory, administrative and executive actions.• Research and monitoring of governmental entities, public bodies, political organizations, advocacy groups, committees, media, and other relevant sources.• Analysis of potential operational, financial, regulatory or policy impacts.– Funding and Appropriations:• Identification of local, state and federal funding opportunities.• Development of funding and appropriation requests and related materials.• Funding and appropriation strategy, coordination, and advocacy.– Public Affairs, Media Relations and Strategic Communications:• Digital and social media content and monitoring.• Communication planning and outreach strategies.• Speeches, presentations, and fact sheets.• Press releases, media statements and media relations.• Voter and public information support.• Political consulting and campaign management.• Crisis communication planning and response.(2) The contract period will be for one year.
