Computerized Maintenance Management System (CMMS)

Description

The City of Pasadena is located just north of the city of Los Angeles ("City") in Los Angeles County and home to approximately 141,150 residents. The City provides a full range of municipal services including the Pasadena Water and Power ("PWP") Department that is responsible for owning and operating a municipal water public utility (“Water System”) and a municipal electric public utility (“Electric System”). The City is inviting proposals from qualified firms with the requisite system(s), qualifications, and experience to provide a modern, integrated Computerized Maintenance Management System ("CMMS") solution for optimal use by the PWP Department. The selection and implementation of the new CMMS solution will provide PWP with the opportunity to enhance its current work, asset, capital project, and inventory management business processes and improve its overall efficiency and effectiveness. The contract resulting from this RFP (“Contract”) shall include a Software Licensing Agreement; a Software Maintenance Agreement; and an Implementation Services Agreement for project management, hardware and/or software installation, configuration, interface development, testing, training, go-live and post-live support. PWP intends to contract with one vendor as the prime vendor, rather than with separate contracts for software and implementation services. Proposers may submit proposals where the System Provider is either the CMMS product provider with its own implementation services, or an independent system integrator (SI) teamed with a CMMS product provider. If the proposed System Provider includes both a CMMS product provider and an independent SI, they can propose as a team with the SI as the Prime and the CMMS product provider as the Subcontractor. If the System Provider and SI are separate companies, the proposal must explain how long-term support and maintenance of the software would occur. The proposed CMMS must be a commercial-off-the-shelf ("COTS") solution composed of a single set of integrated modules offered by a System Provider. PWP prefers a CMMS that has been successfully implemented in several other organizations similar in size, requirements, complexity, and function. PWP also prefers a CMMS that requires no modification to its base code but is highly configurable to meet PWP’s specific work and asset management needs. PWP is open to any software architecture suggested by the System Provider (e.g., on premise, SaaS, PaaS, etc.). If the System Provider proposes two architecture solutions (i.e., on-premise and hosted), the System Provider’s responses need to be completely separate including the proposed scope, schedule, price, support, etc. for each proposed option. Minimum Proposer Qualifications This procurement is for the selection and implementation of a CMMS solution that will meet the vision and goals of PWP. The successful System Provider’s solution and implementation services will address all the required elements in this RFP. The following minimum qualifications must be met for the System Provider to be further considered for this procurement. The System Provider must have a minimum of five (5) years of experience in providing similar software implementations. The System Provider must provide five (5) references where the proposed solution was installed by the System Provider and in production in water/power utility organizations in the United States. Three (3) of these System Provider's references (including at least one power utility and at least one water utility) must have been completed within the past five (5) years. At least one (1) of the System Provider's references must be live with the current CMMS product version proposed. References for the System Provider of similar size and complexity to PWP's utility will be given precedence.
