(1) Vendor needs to provide adaptive transportation management system conversion evaluation service to the government authority located in California. – Provide overall project management and technical coordination throughout the evaluation.– The Consultant shall conduct a detailed technology readiness assessment.– Evaluate existing detection coverage, functionality, reliability, and suitability for adaptive traffic control.– The Consultant shall identify communications improvements necessary to support real–time adaptive traffic management.– The Consultant shall identify and prioritize infrastructure improvements necessary to support an Adaptive Transportation Management System (ATMS).– The Consultant shall conduct the market evaluation on a vendor–neutral and technology–neutral basis.– Identify and evaluate one or more corridors suitable for an initial ATMS pilot.– The Consultant shall conduct a planning–level benefit–cost analysis comparing the anticipated benefits of an ATMS against capital, implementation, operational, licensing, and maintenance costs.– Develop a phased implementation roadmap based on the findings of the evaluation.The roadmap shall identify the steps necessary to transition from the agency’s current system to an ATMS.– The Consultant shall inventory and evaluate:• Signalized intersections;• Traffic signal controllers;• Controller operating systems and capabilities;• Vehicle detection systems;• Loop detection;• Video detection;• Radar detection;• Other detection technologies;• Fiber communications;• Cellular communications;• Radio communications;• Other communications systems;• Existing signal timing plans;• Signal coordination strategies;– The Consultant shall establish baseline performance measures, to the extent supported by available data, including:• Travel time;• Travel time reliability;• Delay per vehicle;• Level of service;• Queueing;• Number and duration of stops;• Signal coordination quality; and• Other appropriate measures recommended by the Consultant.(2) All the questions must be submitted no later than November 17, 2026.
