Description

This Statement of Work (SOW) defines the scope, deliverables, and requirements for examining how governments, military organizations, and societies understand and assess hybrid threats through a whole-of-society lens to inform Professional Military Education (PME) and Professional Development (PD). The National Security Institute seeks an academic analysis of hybrid threats and whole-of-society approaches to support PME, PD, and leader development activities focused on resilience, preparedness, and strategic understanding.
