Description

The Land Use Department at the New York City Economic Development Corporation (NYCEDC) is seeking one or more consultants or consultant teams to provide on-call hazmat and environmental services which may include, without limitation, the performance of site investigations, Phase I and II Remedial Action Plans, resident engineering services, environmental monitoring, and asbestos abatement monitoring. Services may also include the preparation of health and safety plans, site management plans, cost estimates, underground storage tank removal plans and reports, and asbestos and environmental investigation work plans and draft reports. NYCEDC welcomes firms of all levels of capacity and different specialties to submit a proposal to this RFP as a prime Consultant and anticipates the selected Consultant(s) will lead a team of consultants (collectively, with the Consultant, the Consultant Team) displaying a diversity of skill sets, technical expertise, experience, and firm size in providing all aspects of the scope of services. All RFP responses should clearly demonstrate that the Consultant Team is capable of and experienced in providing all of the Services necessary for the complete performance of the Contract, which will include tasks of varying scope and size. NYCEDC plans to select one or more Consultants based on the factors stated in the RFP which include but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, the proposed fee schedule, and the proposed Minority and Women Owned Business Enterprise ('M/WBE) Narrative Form. It is the policy of NYCEDC to comply with all federal, state, and local laws and regulations prohibiting unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status, or any other protected category and to take affirmative action in working with contracting parties to ensure certified M/WBEs share in the economic opportunities generated by NYCEDCs projects and initiatives. Please refer to the Equal Employment and Affirmative Compliance for Non-Construction Contracts Addendum in Exhibit 5 of the RFP. This project has M/WBE participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. Two optional informational sessions will be held on Monday, September 21, 2026 at 11:00 A.M. and Thursday, September 24, 2026 at 10:00 A.M. at NYCEDCS office at One Liberty Plaza, 14th Floor and virtually via MS Teams. Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 P.M. on Friday, October 2, 2026. Answers to all questions will be posted by Monday, October 19, 2026 to https://edc.nyc/rfps. Questions regarding the subject matter of this RFP will not be accepted after 5:00 P.M. on Friday, October 2, 2026; however, technical questions pertaining to downloading and/or submitting proposals to this RFP may be directed to RFPREQUEST@edc.nyc on or before Monday, November 9, 2026.
