Description
The Sacramento Housing and Redevelopment Agency (SHRA) requests proposals from qualified environmental consultants to conduct a comprehensive Site-specific Environmental Investigation as outlined in the Equitable Community Revitalization Grant (ECRG) for the Twin Rivers Triangle Residential Site (Site). The Department of Toxic Substances Control’s Office of Brownfields ECRG program provides competitively awarded grants to incentivize cleanup and investment in disadvantaged areas of California. The program gave California communities an unprecedented opportunity to address historic environmental injustices and set a new path for land use that will have immediate and lasting benefits. SHRA has been awarded a grant for a site-specific environmental investigation from ECRG. The Site is located at 1451 Sproule Ave, Sacramento CA; The site has been identified to include concentrations of arsenic and lead in soil that have exceeded conservative human health screening levels developed by the Department of Toxic Substance Control (DTSC) and the U.S. Environmental Protection Agency (EPA). In addition, low levels of volatile organic compounds and semi-volatile organic compounds were reported in some samples. The previous Site investigation reports are available to the bidders in electronic format through EnviroStor (Twin Rivers Triangle Site 60002861). This information can be accessed via this link: EnviroStor (ca.gov) . The general project objective is to provide a cleanup Response Plan that will be approved by DTSC. The overall Dos Rios Triangle site includes 3.21 acres of land that has been subdivided into two parcels: The light rail parcel (0.86 acres) and the residential parcel (2.35 acres). The light rail parcel, which is the western parcel along 12 th Street, has been separately assessed and cleaned to a DTSC approved non-residential use standard. Construction of the light rail station will commence in 2024. The subject of this RFP is the adjacent residential parcel, which lies primarily along 16 th Street. Construction on the residential parcel is tentatively scheduled to begin in 2029. The ECRG program requires that the residential parcel be cleaned to a non-restricted standard that will not require an ongoing Operations and Maintenance Plan. Please see the attached site map (Figure 1). The budget for this project is $750,000.00 and it is the intent of SHRA to award one (1) consulting firm for all requested services. SHRA will only work with one Project Manager for all services, whether certain services are subcontracted or not. Subconsultants and/or subcontractors proposed to be used by the consulting firm shall be listed as part of the Statement of Qualifications submitted in response to this solicitation. A firm or individual will not be considered if listed on a State Water Resources Control Board disqualified list or any other local, State or Federal debarred or disqualified list.
