(1) Vendor needs to provide affordable housing compliance monitoring software.1. Maintain a database of units, tenants, household composition, income/asset certifications, rents, utility allowances, percentages, and subsidy layering (section 8/hap, project–based assistance, etc.) consistent with the level of detail required under the city’s regulatory agreements.2. Ingest and store tenant files (income certifications, lease agreements, verification documents, rent rolls, waiting list records) in a structured, retrievable format.3. Compare tenant/unit data against the specific income limits, rent limits, and occupancy standards applicable to each regulatory agreement, and flag deviations.4. Track recertification schedules and generate alerts for upcoming or missed deadlines.5. Generate audit–ready compliance reports by property, funding source, and reporting period.6. Support role–based access for city staff, property management company staff, and consultants, with a full audit trail of who accessed or modified a record.(2) All question must be submitted no later than September 14, 2026.
