REQUEST FOR EXPRESSIONS OF INTEREST (Consulting Services – Selection of Firms) PEOPLE’S REPUBLIC OF CHINA World Bank Loan Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project) Loan No.: 9084-CN Procurement No.: 0733-26094116 Assignment Title: Consulting Services for Supervision of the Construction of the Terrestrial Wildlife Disease Surveillance System Contract No.: HN-FC-58 The Government of the People’s Republic of China has received a loan from the World Bank to finance the World Bank Loan Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project), and intends to apply part of the proceeds of the loan to consulting services. The main scope of the consulting services (hereinafter referred to as the “Services”) includes quality, schedule, cost, and safety control and assurance for all works under the supervision of all 10 monitoring stations; contract management, information management and work coordination; preliminary review of engineering consultations and negotiations; and measurement of completed works for payment of progress payments. The specific scope of services is as follows: The Chief Supervision Engineer shall be responsible for preparing the supervision plan and submitting it to the Client in a timely manner. Assist the Client in preparing for the commencement of construction. Review and approve the contractor’s construction organization plan and construction drawings, and prepare targeted supervision rules. Coordinate the cooperation among different contractors and trades. Verify the certificates of conformity, quality assurance certificates, test reports, and other relevant documents for materials and equipment; verify the lists of materials and equipment submitted by the contractor; inspect the specifications, quality, and quantities of materials, components, and equipment used in the works; and conduct sampling and retesting of materials with quality concerns. Unqualified materials shall not be used in the works. Preside over the review of engineering drawings; within the scope authorized by the Client, sign and confirm engineering design changes and site instructions/variations; regularly preside over weekly supervision meetings and prepare the meeting minutes. Review and approve the construction schedule, supervise the progress of construction, and supervise the contractor’s compliance with safety requirements. Be responsible for inspecting the quality of the works, conducting witnessed sampling and testing, and recording the test results. Organize the preliminary inspection of the works and submit rectification recommendations to the Client, and ultimately participate in the completion acceptance of the works. Supervise the performance of the construction contract. In accordance with the payment provisions of the construction contract, calculate the quantity of works completed during the month based on the monthly progress plan, and have the Chief Supervision Engineer issue the supporting documentation for the advance payment. Submit monthly supervision reports on a regular basis and maintain supervision logs. Where necessary, prepare special reports within the scope of supervision services, including quality analysis reports, on an ad hoc basis. Regularly inspect the contractor’s implementation of the specific arrangements and measures under the Project’s Environmental and Social Management Plan (ESMP), record the implementation in the supervision logs, and provide periodic summaries in the monthly supervision reports. Supervise the construction contractor in carrying out the completion acceptance of the works in accordance with the contract. Implement dynamic management of the supervision logs throughout the supervision process and establish a supervision work register system for supervision records and documents. Report special or exceptional issues to the Client in a timely manner. Be responsible for organizing and completing the procedures for completion acceptance and assist the Client in coordinating with relevant government authorities. For details, please refer to the Terms of Reference (TOR). The estimated total input for this consulting service is 66 person-months. The consultants’ services shall commence from the date on which the contract is signed and becomes effective and continue until completion acceptance of the construction project. The Terms of Reference (TOR) for this consulting service are attached to this Request for Expressions of Interest. Hainan Provincial Forestry Bureau (hereinafter referred to as the “Client”) now invites eligible consulting firms (the “Consultants”) to express their interest in providing the consulting services. Interested Consultants shall provide relevant supporting documents in accordance with the following requirements. The Expression of Interest (i.e., the submission) shall include, at a minimum: A brief introduction to the consulting firm, including its organizational structure, staffing, etc. A Power of Attorney, identification documents of the legal representative and the authorized representative. If the Consultant is a joint venture, a joint venture agreement (in a format of the Consultant’s own choosing) shall also be provided. The consulting firm shall have independent legal person status and a valid business license. The Consultant shall provide a copy of its business license or Certificate of Legal Person of a Public Institution. If the Consultant is a state-owned enterprise or public institution, it shall provide its articles of association and the audited financial audit report and financial statements for 2025, including at least the balance sheet, cash flow statement, and income statement/profit and loss statement. The Consultant shall possess a Grade B or above qualification for supervision of building construction projects issued by the competent construction administrative authority; or, in accordance with the Notice of the Ministry of Housing and Urban-Rural Development on Issuing the Reform Plan for the Qualification Management System for Construction Enterprises (Jianshi [2020] No. 94), shall have obtained the corresponding qualification under the new qualification certificate system. The Consultant shall provide a copy of the Grade B or above qualification certificate for supervision of building construction projects issued by the competent construction administrative authority, or relevant supporting documents demonstrating that the corresponding qualification has been obtained under the new qualification certificate system in accordance with the above Notice. The consulting firm shall possess the Hainan Provincial Construction Enterprise Integrity Record Manual. The Consultant shall provide the page of the Hainan Provincial Construction Enterprise Integrity Record Manual generated by the information platform, duly affixed with the official seal of the entity as required, or equivalent supporting documents. The consulting firm shall have undertaken and successfully completed at least three (3) supervision projects for building construction works during the past three years (from January 1, 2023 to the deadline for submission of Expressions of Interest), with each supervision contract having a contract value of not less than RMB 400,000. Copies of the key pages of the relevant supervision contracts for building construction works shall be provided, including at least the contract cover page, contract date, scope of services, contract amount, contract signature and seal page, and other key information. Any other information that the Consultant considers necessary to provide (if any). At this stage, no evaluation of the Consultants will be conducted. The Client will select one (1) consulting firm with the best qualifications and relevant experience from among all consulting firms that have submitted Expressions of Interest, and invite the selected firm to submit its Technical and Financial Proposals and enter into negotiations. Interested Consultants should take note of the provisions of paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (the “Procurement Regulations”) (November 2020), which set forth the World Bank’s policy on conflicts of interest. Consulting firms may associate with other firms when submitting Expressions of Interest to enhance their qualifications, but should clearly indicate whether such association is in the form of a joint venture and/or subcontracting arrangement. If a joint venture is formed, each member of the joint venture shall meet the “Qualification Requirements for Consulting Firms” specified in this Request for Expressions of Interest. If the joint venture is selected, all members of the joint venture and its subcontracted consultants shall be jointly and severally liable for the entire Contract. The Consultant will be selected using the Consultant’s Qualifications Selection (CQS) method specified in the Procurement Regulations. Further information may be obtained from China CNTIC Tendering Co., Ltd. during working hours, from 9:00 a.m. to 5:00 p.m. on working days. The Expression of Interest must be submitted in writing before 17:00 on September 17, 2026 (the deadline for submission of Expressions of Interest), either by hand delivery, mail, or email, to Room 1817, 18th Floor, No. 59, Middle Section of East Third Ring Road, Chaoyang District, Beijing. Consultants are recommended to submit a hard copy of the Expression of Interest. If submitted in hard copy (bound and sealed), one (1) original and two (2) copies of the Expression of Interest shall be submitted, together with a USB flash drive containing a scanned PDF version of the duly signed and stamped original and an editable Word version (with contents consistent with the scanned original). In the event of any discrepancy between the electronic version and the hard copy, the hard copy shall prevail.
