(1) Vendor needs to provide other post–employment benefits plan trust and administration services to the government authority located in Wayne, MI. – Provide information on Other post–employment benefits (OPEB) plan trust and administration services for its retiree health care and life insurance benefits. • Questions:– Can the respondent provide fiduciary services?– Can the respondent provide administrative services?– Is the solution proposed by the respondent IRS–compliant?– Is the solution proposed by the respondent County OPEB plan compliant, specifically does it permit: (1) Participant forfeitures (due to death without a beneficiary) can be spread amongst the remaining participants described on page 11 of the plan document – 4.4 (b) Forfeitures – actives have option (ii) and stipend retirees have option (iii). (2) Participants can name non–tax dependents as beneficiaries (they receive the funds for healthcare costs but the funds are taxable) described on page 13 of the plan document – 8. HCSP Termination?– Has the respondent reviewed the County OPEB plan?– Does the respondent have experience with public sector clients?– If the respondent does have experience with public sector clients, what is the largest client, in terms of population, to which the respondent has provided services?(2) All the questions must be submitted no later than July 28, 2026.
