(1) Vendor needs to provide outdoor recreational license sales and customer engagement solution.– Provide outdoor licensing and sales solution that supports outdoor recreation services, facilitates permit and licensing transactions, and enhances customer engagement through modern digital service capabilities.– Provide and maintain a scalable, secure, and commercially available off–the–shelf web–based integrated outdoor licensing and sales solution and mobile application as indicated.– Solution shall support multiple user roles, including customers, retail agents, and authorized personnel and deliver a configurable, integrated environment for managing recreational licenses, watercraft titles and registrations, wildlife permits, and customer interactions.– Solution shall support end–to–end workflows for application intake, transaction processing, and account management.– Solution should be modular and extensible to accommodate evolving business needs and must integrate with existing systems.– Solution should also support initiatives to enhance customer engagement through features such as harvest surveys, managed hunt programs, event and volunteer management, merchandise sales, automated communication workflows, and other outreach activities.– Provide secure, PCI–compliant payment processing for both online and in–person transactions and facilitate secure data sharing and transfers with external natural resource partners and third–party vendors.– System shall support configurable security roles and advanced data analytics to improve user engagement, monitor system performance, and strengthen security.– Generation, production, and fulfilment of physical documents—such as titles and decals—and include secure reporting, controlled data access, and integration with internal and external systems.(2) All the questions must be submitted no later than October 30, 2026.(3) Pre–bid meeting will be held on September 30, 2026.
