(1) Vendor needs to provide strategic plan consultant services.• The consultant shall evaluate and recommend an appropriate strategic–plan structure, including strategic priorities, objectives, initiatives, tracking, and reporting processes.• Key activities should include review of relevant District materials, including the current strategicplan, Board policies, organizational plans, financial and capital–planning documents, customerand stakeholder information, prior studies, and other materials.• The consultant shall evaluate the continued relevance of the agency existing mission, vision, core values, and high–level goals and facilitate their confirmation, refinement, or revision as appropriate.• The consultant shall not treat the current plan’s structure, priorities, strategies, initiatives, performance measures, or implementation approach as presumptively binding.– The plan should include, at a minimum:• A clear vision, mission, and core values, as appropriate;• Defined strategic priorities, goals, or focus areas and desired outcomes for each;• Major strategies, initiatives, or action areas necessary to achieve each goal shall include;• Performance measures, milestones, or indicators that enable the Board and management to monitor and celebrate progress;– Implementation and Performance Management Framework– The consultant shall develop an implementation framework that translates the strategic plan into an ongoing management tool. • Recommended oversight and accountability structure for plan implementation;• Tool for ongoing management;• Annual or multi–year action–planning process;• Recommended performance measures and reporting cadence;• Board–level reporting format;(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 16, 2026.(4) Pre–bid meeting will be held on September 14, 2026.
