(1) Vendor needs to provide web–based national electronic building permit management system. – Provide implementing the national building permit policy to modernize, standardize, and digitize building permit administration.– Development and implementation of a National Electronic Building Permit Management System (EBPMS).– Design and develop a robust, scalable, multi–user web–based Electronic Building Permit Management System.– Develop dedicated mobile applications for Android and iOS platforms for field inspectors and applicants.– Integrate GIS and mapping services for plot verification and zoning compliance.– Integrate electronic payment systems supporting Somalia's leading mobile money platforms and bank transfer. – Train government administrators, state officers, and end–users.(2) All the questions must be submitted no later than July 22, 2026.
