(1) Vendor needs to provide sales tax audit and recovery services to the government authority located in Murrieta, CA.– Provide comprehensive sales, use, and transaction tax audit and analysis services.– Collect and analyze sales and use tax data, conduct audits to identify and recover misallocated tax revenue, prepare and deliver quarterly and annual reports, and provide ongoing revenue analysis and forecasting support.– Review and validate tax distribution and allocation methodologies.– Identify unpaid or underreported use tax liabilities.– Collect and analyze city sales and use tax data and provide comparative and trend analyses relevant to the city.– Establish a special database with registration data for businesses within applicable district boundaries.– Provide economic updates relevant to sales tax performance.– Develop sales tax revenue forecasts based on historical data and economic indicators, modeling impacts.– Transaction tax analysis and reporting services.– Allocation and audit recovery services.– Conduct initial and ongoing sales and use tax, and transaction tax audits of businesses to identify correct distribution, reporting, and allocation errors to assist in recovering misallocated tax revenues.– Advise the city of opportunities to modify operations or reporting structures in a manner that could increase tax revenues, and collaborate as needed for potential improvements.– Advising on the utilization of reports and analyses to enhance tax collection and revenue monitoring efforts.– Compliance support and risk mitigation.– Audit defense and representation.– Communication and governance.(2) All questions must be submitted no later than September 8, 2026.(3) The contract period will be for three years.
