MRB-56574 - Rwanda - Strategic Plan Consultancy Services - Deadline September 4,2026

(1) Vendor needs to provide strategic plan consultancy services.– Conduct an evaluation/review of the implementation of the outgoing Strategic Plan 2022–2026, assessing the level of achievement of set objectives, key successes, challenges encountered, and lessons learned to inform the new plan.– Conduct a thorough but focused assessment of internal strengths and weaknesses, as well as external opportunities and threats, with a view to identifying appropriate strategic options for the 2027–2029 operational period.– Through an exercise of soliciting input from all possible stakeholders, including individual and focus group meetings and workshops, identify priorities, gaps, needs and actions for agency to meet its stated mission and goals.– Prepare a draft strategy based on the information collected, including specific strategic pillars/approaches, indicators and evaluation mechanisms– Present the draft strategy in a workshop to solicit input and feedback to improve the strategy, including key strategic objectives, operational approaches, and high–level indicators for success.(2) All question must be submitted no later than September 2, 2026.
