ACCT-27206 - USA (Avondale, Arizona) - Impact Fee Consulting Services - Deadline December 9,2026

(1) Vendor needs to provide impact fee consulting services to the government authority located in Avondale, AZ.– Professional consulting services to review, update, and prepare the city’s development impact fee program, including project management and coordination, all required analyses, updating land use assumptions (LUA), infrastructure needs assessment, development of the infrastructure improvement plan (IIP), financial and impact–fee analysis, public process, fee calculations, and adoption support.– Consultant shall work collaboratively with city staff from finance and budget, public works, parks, recreation and libraries, fire and medical, police, engineering, development services, legal, and procurement, as applicable.– Development impact fee program review:– Consultant shall evaluate the city’s existing development impact fee methodology and fee schedule to determine whether updates are needed based on current conditions, growth projections, infrastructure needs, legal requirements, and city policy objectives.– Assessment of the existing development impact fee service area or areas.– Review of existing development impact fee categories, land–use classifications, and demand assumptions.– Review of the relationship between development impact fee revenues and capital needs attributable to new development.– Review of current fee levels, revenue projections, collection practices, use restrictions, and accounting practices.– Identification of potential changes needed to improve clarity, equity, administrative efficiency, legal defensibility, or consistency with the City’s current water planning and capital improvement needs.– Identification of infrastructure costs that may be appropriately included in the development impact fee calculation and costs that should be funded through other revenue sources.(2) All the questions must be submitted no later than November 26, 2026.(3) Non–mandatory pre–bid meeting will be held on November 17, 2026.
