(1) Vendor needs to provide fire services feasibility and master plan study services to the government authority located in Newberry, SC.– Provide consulting services for a long–range feasibility and master plan for the fire and emergency medical services.– Plan should provide a high–level strategic roadmap that includes:– Background information about the community– A brief analysis of the community's risk– General description of the County and City fire service organizations– Governance and lines of authority– Organizational design, including current service delivery infrastructure for emergency and non–emergency services– Financial profile, including budgets, funding, and planning– Resource assessments, including facilities, fleet, personnel, and equipment– Historical system performance– Community change expectations– Review submitted data and information to understand the departments' operations and practices, and coordinate with the departments regarding any additional data needs.– Analyze actual revenues and expenditures for all budgets and funds supporting operations over five years, including current and proposed budgets, capital improvement planning funds, and, where applicable, debt service, with projections for the added expense and revenue needs associated with any recommended improvements.
