Description

Statement of Work: The purpose of this solicitation is to identify a contractor for fuel station inspection and minor repair for the Pierce County Planning and Public Works Department. Work locations include the Central Maintenance Facility, West County Maintenance Facility, Chambers Creek Regional Wastewater Treatment Plant, Sewer and Traffic Operations Facility, Tacoma Narrows Airport, Thun Field Airport, and other selected Pierce County facilities. This work will be assigned by Pierce County by Purchase Order number, addressing the scope or work and required time of completion. The Contractor shall provide on-site repair services, pickup and deliver when necessary, and furnish all parts, service, labor and testing to repair defective products requested by the County. Contractor’s must have the ability and the capability to service the County as listed below: A. Ability to properly inspect, maintain and repair fuel tanks, pumps and other related equipment. B. Ability to work safely and efficiently in all weather conditions. C. Ability to service Pierce County on a 24-hour, 7 day a week basis. Due to the emergency nature of some repairs, successful bidder must be able to respond by phone within 30 minutes and on site with a crew within 3 hours to any and all work sites. D. Successful bidder must be a State of Washington Licensed Contractor for a minimum of 3 years and furnish your license number. Successful bidder may be required to provide references that demonstrate the ability to service Pierce County as noted in A-D above. These references would be requested prior to award. Failure to provide references when requested or references not demonstrating the ability to service the needs to Pierce County may result in your bid being deemed non-responsible. Labor Costs: All labor, equipmentools, and safety gear to perform the work outlined in the above bid requirements shall be furnished by the successful contractor and shall be included in calculating your hourly rates. All workmanship and materials shall be in accordance with industry standards. No travel time will be paid; only time spent on the actual job working will be payable. Pre-approved sub-contractors, if used, will be reimbursed at cost plus 15% Markup. Parts: The parts used to perform the work shall be recorded as the work is performed. To support charges for parts, the Contractor shall provide the County with valid copies of vendor invoices. If invoices are not available for parts from the Contractor stocks, the Contractor shall certify actual costs (at a reasonable level). Once approved, the prices will be utilized in the calculation for reimbursement for parts. Parts required for performance of the work, excluding parts or materials and supplies necessary to operate and maintain equipment, shall be reimbursed at cost plus the percentage markup set forth in Bid item #6 as full compensation for parts. The County reserves the right to provide parts. In this case, the Contractor will receive no payment for any costs, overhead, or profit arising from the value of the parts. If claims for parts costs are too high, inappropriate, or unsupported by satisfactory evidence, the County may determine a reasonable cost. When determined in this manner, the cost will be the lowest current wholesale price from a source that can supply the required quantity (including delivery costs). Maintenance: Annual routine periodic inspections and certification of tanks and pumps is required. When completed the Contractor will be required to submit a written report on completion of inspection work. This work shall detail any tank or component found to be in less than satisfactory condition, to include: valves, turbine parts, leak detectors, tank monitors, tank bulbs, probes, gaskets, adaptors, caps, hanging hardware, etc. Contractor is to confirm with the County when a line tightness test or other repairs need to be completed. The charge for a line tightness test or other repairs shall be billed per the hourly rate established in this contract. Contractor shall certify that the station’s leak detection equipment is functioning in accordance with the manufacture’s specifications, and state and federal regulations. Contractor shall certify that all product release detection equipment, devises, and alarm are functioning properly. Contractor shall be responsible for all annual maintenance inspections, certifications and tests shall be scheduled and completed each year. The Contractor will coordinate with the County in advance as to when inspections will occur. Repairs: Issues found that are beyond the scope of this contract and not an emergency (i.e. does not endanger the environment or personnel) shall be reported and noted on inspection checklist. Repair work for minor work shall be billed on a time and materials basis with prior County approvals. If an issue does endanger the environment or personnel, the Contractor must report this to the County immediately. Contractor shall correct minor discrepancies and adjustments during annual inspection. Estimated Quantities: The County does not warrant, expressly or by implication the actual amount of work and reserves the right to increase or decrease the amount of work, to eliminate one or more items prior to or following award is reserved by the County. The basis of payment will be the actual unit bid prices for the item of the work performed and measured in accordance with these specifications. Invoices: The Contractor will strive to produce invoices which meet the County’s needs for contract management. Contractor shall submit with each invoice all records and documents necessary to support the invoice. The County will promptly review each invoice and process it for payment within thirty (30) days of receipt. Invoices shall be emailed to: PCPWContractServices@piercecountywa.gov. Other: The Contractor shall comply with all Federal, State, County and local safety regulations. A stop work order shall be issued as any time the Contractor is not in compliance with these regulations. Test result documents for Compliance Testing must be sent once completed or with invoice.
