Airport Passenger Facility Charge (PFC) Consulting Services

In order to assist Pinellas County in the continued development of the St. Pete-Clearwater International Airport’s (“Airport”) PFC program, Financial Consultant (“Consultant”) proposes to provide the following services for several PFC applications, dependent on the amount of the previous PFC and the expected collection date: (i) A review of all information pertinent to the Airport’s existing or prior PFC program necessary to prepare a new PFC Application; (ii) Consultation with Airport representatives and Federal Aviation Administration (“FAA”) representatives regarding the preferred approach to the implementation of new PFC Application; (iii) Participation in many phone calls/TEAMS meetings with the FAA ADO to discuss (iv) Preparation of the required consultation materials for the PFC airline consultation process, including letters to the air carriers and Airlines for America (www.airlines.org), project eligibility, descriptions, justifications, objectives, and estimated commencement and completion dates of the included projects; (v) Conduct the required PFC Airline Consultation Meeting and gather sign-in sheet for submission to the FAA; (vi) Preparation of the Pinellas County’s public notice for use on the Airport’s website and provide proof of the notice to the FAA; (vii) Preparation of written responses to any airline disagreement with the proposed PFC projects; (viii) Preparation of a “draft” PFC application for submission to the FAA’s Orlando Airports District Office (ADO) staff for their comments and questions prior to the final submission package; (ix) Preparation of the necessary final financial analyses, diagrams, drawings and documentation for the new PFC program package suitable for submission to the FAA for its review and consideration; (x) Provide responses to any additional information or clarifications requested by FAA in its review process of the new PFC application and re-submission of documentation requested by the FAA; (xi) Prepare the required notice to collect to air carriers serving the Airport and the Airlines for America upon FAA approval of the new PFC Application; (xii) May require travel to visit with the client, attend the Airline Consultation Meeting, or meeting in Orlando with the ADO to discuss the proposed Application; and (xiii) Work diligently to ensure that the Collection Authority is not exceeded by meeting with the Airport approximately 9 months to one year before the authority ceases and putting together a follow-on Application.
