(1) Vendor needs to provide refugee essential case management and initial employment services to the government authority located in New Jersey.• Provide any individual wishing to apply for services an opportunity to apply and determine program eligibility in accordance with requirements• Obtain signed releases, consents, and acknowledgments using ONA–approved forms• Assess client and household needs, strengths, barriers, goals, self–reported English proficiency, education, work history, professional background, health related service needs, benefits status, transportation, childcare, housing stability, digital access, and other factors affecting employment and integration.• Identify whether the client is employable, non–employable, or exempt from employment requirements.• Develop a plan to meet identified needs through services, activities, referrals, and follow–up.(2) All questions must be submitted no later than September 15, 2026.
