(1) Vendor needs to provide ticket writing and e–citation system.– Provide a system that modernizes the current ticketing workflow, specifically improving integration between field devices, Incode, and TCM (Tyler content manager.).– Integration and image handling:– Compatibility: The new system must be fully compatible with Incode and TCM.– Photo Syncing: Currently, officers perform a daily import of citation images.– The new solution should maintain or improve this, ensuring a seamless transfer of tickets and potentially the occasional photo from the field into TCM.– User management and provisioning:– Back–end Ease of Use: Administrators need a simple interface for adding new users’ officers.– Current workflow:– Admin adds officer info to the web portal.– Admin pushes an information request to all devices.– Synchronization and hardware:– The docking problem: current mobile versions require devices to be physically docked daily to send written tickets and receive system updates.– Goal: move toward a Web app model. This allows officers to use a single smartphone for ticketing, CAD Mobile X, evidence photos uploading, etc.– Automated file import:– Cloud Upload: Tickets are uploaded to the cloud immediately after being written.(2) All the questions must be submitted no later than August 14, 2026.(3) Pre–bid meeting will be held on August 6, 2026.
