(1) Vendor needs to provide financial and technical feasibility service to the government authority located in New York. • Project aims to increase energy efficiency, reduce greenhouse gas emissions, and elevate living conditions for communities most in need by reducing energy bills, improving health, and increasing a sense of belonging.• Mapping financing opportunities – identify and review existing financing mechanisms, public programs, grants, concessional finance, climate funds, guarantees, tax incentives, and credit lines that could support energy–efficient retrofit projects in alignment with the program.• Assessment of financing applicability – evaluate the eligibility criteria, financing conditions, investment requirements, and suitability of each funding mechanism for different retrofit project scales and stakeholder profiles• Financing model development – develop a financing framework outlining potential fundingpathways, institutional arrangements, implementation models, and recommendations to facilitate the adoption of energy–efficient retrofit projects under the program.(2) All the questions must be submitted no later than Oct 23, 2026.
