(1) Vendor needs to provide cost accounting and decision support system to the government authority located in San Francisco, CA.– Provide the City with a Cost Accounting and Decision Support system that will enable to analyse its current cost structure and perform detailed cost and revenue analysis.Accurately assess budget impacts of alternative operational and performance dataassumptions.– Perform standard variance analysis.– Perform budget modelling and scenario analysis.– Identify areas of services with significant cost variances.– Compare costs and revenues against internal and external benchmark data to enhance planning, budgeting, cost accounting and performance management activities.– Calculate accurate overall costs and revenues of services — i.e., the cost of patient encounters — down to the individual component level (e.g., labor, devices, drugs, supplies, and facilities).– Analyse costs per service and costs per providers across each facility individually, in various combinations, and in aggregate, and gain insights into the reasons for variances and obtain information on standardization.– Identify opportunities for cost efficiencies achieved through standardizing practices, staffing models and clinical protocols.(2) Pre–bid meeting will be held on September 21, 2026.(3) All the questions must be submitted no later than September 28, 2026.
