(1) Vendor needs to provide multi–hazard plan services to the government authority located in Montana.– Provide multi–hazard mitigation plan including enhanced plan alignment and integrated GIS Story Map and interactive digital plan.– Update and digitize the state multi–hazard mitigation plan.– Plan update and enhanced plan alignment.– Design and deliver a web–based platform that presents both interactive GIS Story Map features and straightforward navigation of written plan content.– Digitization and integrated user experience (GIS + written content navigation).– Ensure the platform and data meet hosting requirements and comply with standards, including authoritative data stewardship, documented metadata, schema consistency, and appropriate service endpoints.– Design and implement a stakeholder engagement program that reaches local, tribal, and underserved communities statewide.– Users must be able to navigate written plan content easily, including hazard profiles, vulnerability analyses, and mitigation strategies, without downloading large documents.– Provide search functionality for hazards, jurisdictions, and mitigation actions.– Provide downloadable data packages and service endpoints for integration with other state systems.
