The Contractor shall provide legal services to support participants in City of Philadelphia homeownership initiatives by assisting with estate planning and property succession. Services include the preparation of wills, designation of beneficiaries, mitigation of tangled title issues, and completion of legal documentation necessary to facilitate the orderly transfer of residential property. The program is designed to reduce the risk of future tangled title issues, preserve homeownership, and promote long-term housing stability for Philadelphia residents and their families. The Wills Program is one of the 27 programs established under the Housing Opportunities Made Easy (H.O.M.E.) Initiative legislation.
