DRA-11898 - USA (Modesto, California) - Comprehensive Public Facilities Fee and Regional Transportation Impact Fee Study Services - Deadline November 12,2026

(1) Vendor needs to provide comprehensive public facilities fee and regional transportation impact fee study services to the government authority located in Modesto, CA.– Provide all professional services, expertise, labor, materials, data analysis, modeling, documentation, and project management necessary to complete a comprehensive update of public facilities fee program and regional transportation impact fee program. – Project initiation, background review, and policy framework:– Conducting a project kickoff meeting with County staff to confirm project objectives, scope, schedule, milestones, roles and responsibilities, data needs, and communication and review protocols.– Identifying key policy considerations that may affect the updated fee programs, including service level standards, land use classifications, fee structure options, fee zones, credits, reimbursements, waivers, deferrals, exemptions, and opportunities to streamline administration.– Existing conditions, growth forecasting, and facility standards:– Developing growth projections for the long–term planning horizon, consistent with adopted local and regional planning assumptions.– Facility needs assessment, cost analysis, funding review, and capital improvement planning:– Identifying capital facilities required to support projected growth, using established standards and system planning documents.– Nexus analysis and fee calculation:– Quantifying the relationship between new development and the need for facilities.– Calculating the maximum justified fees for each land use category and facility type.– Administrative guidelines update:– Updating procedures for applying residential and non–residential fees, including options for per–square–foot structures.– Fee comparison and benchmarking:– Evaluating differences in fee levels, fee structures, and other relevant program components.– Final reports, financial models, and adoption support:– Providing all supporting data, calculations, schedules, cost documentation, and other materials in an editable electronic format.(2) All the questions must be submitted no later than October 29, 2026.(3) Pre–bid meeting will be held on October 22, 2026.
