SW-118635 - USA (California) - Enterprise Resource Planning (ERP) Advisory and Procurement Consulting Services - Deadline September 24,2026

(1) Vendor needs to provide Enterprise Resource Planning (ERP) advisory and procurement consulting services. – Provide professional ERP advisory and procurement consulting services to assist the agency with the assessment, planning, procurement and selection of a replacement ERP system.– This task shall include general project coordination, project management, staff direction, assessment planning and administrative activities to be undertaken by the selected Proposer throughout the ERP advisory and procurement engagement.– The selected Proposer shall develop and deliver an ERP Assessment Framework to guide the agency's evaluation of its current environment and future ERP needs.– The assessment shall address organizational roles and responsibilities, accountability, process efficiency, internal controls, reporting, communication, reliance on manual processes, transparency, financial stability and opportunities to improve service delivery.– The selected Proposer shall develop and maintain a comprehensive ERP Project Plan to guide execution and control of the ERP advisory and procurement engagement.– The selected Proposer shall identify major implementation considerations including data conversion, integrations, testing, training, organizational readiness, change management and go–live planning.– The selected Proposer shall review the agency's current ERP environment and related systems to establish a baseline for the needs assessment.– The selected Proposer shall identify, document and monitor project risks throughout the engagement. The selected Proposer shall maintain a risk and issue register identifying the nature of each risk or issue, potential impact, responsible party, mitigation strategy and status.– The selected Proposer shall assess the agency's current business processes, systems, technology environment and organizational practices. The assessment shall include, as applicable, general ledger, accounts payable, accounts receivable, cashiering, payroll, Human Resources, budgeting, purchasing, contract management, fixed assets, capital project management, reporting, business licensing, utility billing, miscellaneous billing and other functions supported by the agency's current ERP environment.– The selected Proposer shall assess the agency's organizational readiness for implementation of a new ERP system and provide a high–level roadmap for the organizational and business process changes necessary for a successful implementation.– The selected Proposer shall prepare a complete draft and final RFP for ERP software and implementation services. The RFP shall incorporate the functional, technical, integration, reporting, security, implementation, training, change management and support requirements identified during the needs assessment.(2) All the questions must be submitted no later than September 11, 2026.
