[B] Scope of Service: (1) Vendor needs to provide bond counsel services to the government authority located in San Antonio, TX. – The Bond Counsel will be required to perform professional legal services in connection with public entity financing programs, as well as providing on–going service after the successful delivery of a bond issuance.• Participate in discussions with the agency, its General Counsel, Financial Advisors, potential investors, insurers, and the major credit rating agencies, as requested.• Prepare or assist with a timetable setting for the actions necessary to accomplish financing objectives of the agency.• Prepare authorization and reimbursement resolutions for actions by the agency with respectto the agency’s financing program.• From a legal standpoint, evaluate proposed financial structures and investment strategies.• Assist the County in obtaining paying agent/registrar services.• Prepare any Internal Revenue Service filings required by federal tax law.• Assist in making presentations to members of Commissioners Court and attend meetings of Commissioners Court, as requested.• Prepare all necessary legal documents in connection with authorization, sale, issuance and delivery of bonds and other obligations.• Supervise the preparation, execution, and delivery of bonds to the purchasers.• Consultation and research on various tax related issues such as arbitrage and other related County financing challenges.• Provide assistance on all other matters necessary or incidental to the issuance of bonds.(2) All the questions must be submitted no later than September 18, 2026.
