(1) Vendor needs to provide cloud–based civil penalties case management system (CMS).– Implement a comprehensive, cloud–based CMS to streamline and improve the management of civil penalty cases.– System will enable better tracking, reporting, and communication, reduce administrative burdens, and ensure data accuracy and accountability in enforcing forest practices regulations.– Solution that aligns with its operational needs and complies with state policies on cloud services, security, and data management.– Provide and implement a cloud–based CMS for managing civil penalties and enforcement cases related to violations of forest practices regulations.– Case management: Manage citations and violations with tracking of status, updates, and resolution.– User roles and access: Role–based access control for both field and office staff.– Calendar and notifications: Automated reminders for key case deadlines and milestones.– Spatial tracking: Geographic tracking of violation sites and affected areas.– Support user acceptance testing (UAT), addressing any issues or feedback identified during the test cycles.(2) All questions must be submitted no later than August 10, 2026.(3) A pre–bid conference will be held on August 5, 2026.(4) The contract period will be for five years.
