(1) Vendor needs to provide shelter and settlements consultancy services including short–term technical assistance, program management support, design review, field–level advisory support, coordination, documentation, or capacity strengthening when internal capacity is limited, when rapid response is required, or when specialized expertise is needed to address operational gaps to the government authority located in Baltimore, MD.– Emergency response and surge support– Technical assessments, design, and response strategy– Program implementation and construction management support– Coordination, standards, accountability, and risk management– Learning, documentation, and capacity strengthening(2) All question must be submitted no later than August 19, 2026.
