(1) Vendor needs to provide staffing study service to the government authority located in Frederick, MD.– Conduct a comprehensive Law Enforcement Staffing and Workload Analysis.– The primary objective is to determine the optimal number of sworn and civilian personnel required to maintain public safety, meet current and future demand, and successfully implement four specific departmental expansions. • Assess the efficiency of the current 5–patrol area deployment model in comparison with geographical area.• Evaluate the efficiency of the current patrol deployment schedule and provide alternative recommendations to better deploy personnel.• Analyze leave accrual rates in comparison to work schedules and relief factors.• Conduct an audit of existing specialized units to ensure current staffing levels align with industry best practices.• Evaluate case assignment rate in specialized investigative units and align with industry best practices.• Assess the impact of annual mandatory training on agency scheduling and staffing.• The consultant must develop a Three–Year Staffing Forecast.(2) All the questions must be submitted no later than August 12, 2026.
