(1) Vendor needs to provide marketing and communication services.• Providing both strategic communications counsel and hands–on execution across marketing, public relations, digital communications, media engagement, content development, and stakeholdercommunications.• Develop communications plans for major initiatives, announcements, legislation, and strategic projects.• Translate complex policy, strategic, and technical topics into accessible communications for external audiences.• Develop crisis communications materials as needed. • Recommend improvements to communications processes, branding, and stakeholder engagement.• Manage digital presence, including website content and social media channels.• Support the production of compelling long–form written content including articles, blogs, newsletters, annual reports, strategic plans• Coordinate media relations and pursue earned media opportunities.• Develop marketing campaigns that showcase state as a destination for innovation, investment, and entrepreneurship.• Plan and execute public–facing events that celebrate and promote state technology ecosystem.• Printing costs, media purchases, ad buys, social media features/placement/buys, artwork/stock photos, photography, videography, marketing/promotional items, purchase of targeted or trade marketing lists, may be subcontracted and invoiced separately with prior agency approval, without affecting the contract’s total value.(2) All questions must be submitted no later than Sept 9, 2026.(3) The contract period will be for One year.
