(1) Vendor needs to provide compensation study services to the government authority located in Atlanta, GA. – Conduct a comprehensive compensation study, including market benchmarking, compensation policy review and classification review. • Compensation market benchmarking: conduct an external market analysis using industry recognized compensation survey data.– Review and validation of job descriptions and role alignment– Mapping of internal positions to appropriate market benchmarks– Selection and use of surveys aligned to industry, organization size, and geographic labor markets– Benchmarking of base pay and total cash compensation– Assessment of pay positioning against market percentiles• Internal pay structure review: Assess internal pay relationships and structural effectiveness.– Review of salary grades, ranges, or pay bands– Analysis of internal equity, pay dispersion, and compression– Evaluation of alignment with compensation philosophy and organizational structure• Compensation policy review: Review existing compensation–related policies to assess alignment with market practice, compliance requirements and organizational strategy.– Review of formal and informal compensation policies (e.g., pay administration, hiring pay, promotions, off–cycle adjustments, incentives, geographic differentials)– Assessment of policy clarity, consistency, and governance controls– Evaluation of alignment between stated policies and actual pay practices– Benchmarking of policy elements against common market practices• FLSA classification review: Perform an advisory compliance review of exemption classifications under the Fair Labor Standards Act (FLSA).– Review of job duties, responsibilities, and pay practices– Assessment against Department of Labor exemption criteria– Identification of potential misclassification risks– Documentation supporting exemption determinations(2) All the questions must be submitted no later than October 30, 2026.
