(1) Vendor needs to provide municipal financial advisory services to the government authority located in Stamford, CT.• Services will include ongoing strategic advice and transaction specific support for general obligation bonds, bond anticipation notes, revenue bonds, tax increment financing bonds, and other financing obligations authorized by the city.1. Credit rating services:– Advise the city on rating strategy and the potential credit effects of proposed budgets, capital plans, debt issuances, policies, and financial decisions.2. Financing planning and structuring:– Develop financing plans and compare alternatives using present value, total debt service, budget impact, risk, flexibility, and other appropriate measures.– Advise on new–money, refunding, revenue, taxable, tax–exempt, fixed–rate, variable–rate, short term, interim, and other financing structures as applicable.3. Ongoing debt and capital advisory services:– Advise the city on debt policy, debt capacity, affordability, legal and policy constraints, financing alternatives, and best practices applicable to comparable municipal issuers.4. Refunding and restructuring analysis:– Prepare analyses showing present value savings, gross savings, escrow requirements, negative arbitrage, call dates, risks, budget effects and sensitivity to market changes.(2) All question must be submitted no later than November 05, 2026.(3) A contract period will be for one year.
