(1) Vendor needs to provide creative development, editorial and production service • Creative partner capable of providing services, including strategic editorial planning, graphic design, project management, and print–ready production while maintaining the integrity of the county brand.• Editorial planning, copywriting, graphic design, layout, project management, photography coordination, and coordination throughout the review and approval process.• Design publication layouts, including editorial pages, advertisements, listings, maps, and informational sections.• Develop the overall creative direction and visual approach.• Recommend additional photography needs as necessary.• Secure approval before obtaining outside photography or visual assets.• Create a cohesive design system that connects both publications while allowing each guide to have its own seasonal identity.• Recommend publication structure, themes, and content flow
