(1) Vendor needs to provide upgrade planning project service to the government authority located in Coos Bay, OR. • Track design, grading plans, earthwork calculations, row/utility coordination, easements, vertical clearances, train simulation design, right of entry (roe), rail crossing agreements, and project management plan (PMP).• Assessment of conditions for widening, raising and lowering existing tunnel infrastructure based on service plan, rolling stock and track geometry.• Evaluate options for railway signaling to optimize transit times while controlling costs. identify communication and back office systems for train control. • Baseline environmental studies for the corridor• Boundary, topographic survey of uplands, row/utility coordination, easements, hi–rail, 3d surveys (tunnels), legal descriptions and exhibits, right of entry (roe) and rail crossing agreements.
