Santa Ynez Valley River Trail

This Request for Proposal (RFP) is intended to result in the selection of a consultant or consultant team (OFFEROR) that would provide SBCAG with the expertise on certain tasks and provide professional proficiency to implement the Santa Ynez Valley River Trail (PROJECT). The PROJECT is proposed as a new multi-purpose path in the Santa Ynez Valley spanning from the City of Buellton on the west to intersection of Highway 246/Highway 154 on the east in the County of Santa Barbara (approximately 9 miles). Throughout these limits the PROJECT goes through City of Buellton, City of Solvang, the County of Santa Barbara, and lands of the Santa Ynez Band of Chumash Indians. The PROJECT would be also in certain areas be located along Caltrans-owned facilities and/or in Caltrans right of way. The PROJECT would include any or all of the following: establishment of new segments of multi-purpose path, modifying and re-visioning existing roadway segments, modifications at crossings and intersections, and closure of gaps on existing bike and pedestrian networks. For the purposes of this RFP and for the work to proceed the PROJECT has been split into the Segments A to F as included Attachment A, along with a map of the PROJECT limits included in Attachment B. Previous work in the form of plans, studies and other documents have been completed by SBCAG and its partner agencies on this PROJECT. The previous studies/plans either deal with the entire segment, or portions thereof, and are listed in Attachment C as reference documents for this RFP process. The budget for this work has been split into two separate work packages. Work Package 1 budget is $440,000 and Work Package 2 budget is approximately $264,000. The total budget to be currently authorized is approximately $700,000. Optional work tasks are also identified, though will not be immediately contracted for. SBCAG reserves the right to enter into negotiations with successful OFFEROR for any or all of the optional tasks.
