REQUEST FOR EXPRESSIONS OF INTEREST CONSULTANTS’ QUALIFICATION-BASED SELECTION (CQS) Project Name “Innovative Social Protection System for Inclusion of Vulnerable People” (INSON) Loan/Credit/Grant No. Credit 7555-UZ / Grant Agreement No. TF C4589-UZ Assignment Title Development of a 90-minute online LMS course on occupational safety in social work Procurement Plan Reference No. UZ-INSON-CS-CQS-2.1.3.4 Country Republic of Uzbekistan The Republic of Uzbekistan has received financing from the World Bank for implementation of the INSON project and intends to apply part of the proceeds to consulting services. The consulting services (“Services”) include the development of a ready-to-use online LMS-based course of up to 90 minutes dedicated to occupational safety in social work. The course will be developed on the basis of the requirements of the national standard “Social Protection of the Population. Occupational Safety in the Performance of Social Work” and is intended for social workers, interns, and volunteers within the system of the National Agency for Social Protection. The scope of services includes instructional design and development of the course content (4 modules, introduction, and final test), preparation of a bank of not less than 500 test questions and 100 practical cases, development of multimedia materials (video clips, infographics, algorithms), technical integration of the course with the LMS in SCORM 1.2, SCORM 2004, or xAPI formats, technical testing, and transfer of the full package of source files and documentation to the Client. The duration of the assignment is approximately 20–24 weeks. Interested firms shall provide information demonstrating that they have the required qualifications and relevant experience. The attention of interested consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations (September 2023) regarding conflict of interest. The most qualified firm to provide the services will be selected in accordance with the Consultants’ Qualification-Based Selection (CQS) method set out in the Procurement Regulations, and based on the qualification requirements set out in the Terms of Reference: have practical experience in developing online or LMS-based courses; possess skills in adapting educational content into digital formats; be able to work with interactive elements, cases, tests, and multimedia materials; have sufficient capacity to deliver a course of up to 90 minutes, a bank of 200 test questions, 50 cases, and multimedia materials; provide a portfolio or evidence of similar completed assignments.
